If you get a medical degree or pharmacy degree in America can you use it in other countries, like Portugal?
I'm currently trying to decide if I would like to obtain a degree in pharmacy/medicine from the US or Portugal and I'm wondering what flexibility I will have after graduation of where I work. Will I only be licensed in the country in which I obtain the degree?

You'll first have to apply for a reciprocal license in Portugal. You do that by presenting your license from the American state which issued it to you at the appropriate Portuguese consulate. They may require additional documentation, but they'll tell you what you need and how to get it. So: do you speak Portuguese?

If you get your medical degree in America it will be very difficult to work as a doctor in Portugal. I guess the opposite is true too.
