Making drugs legal isn't going to make a drug addict quit. Therapy (rehab) is used in place of prison sentences in America for some people caught with drugs, but most of the time the drug addiction is too strong to be "cured" this way. The best way to deal with the drug epidemic is through prevention and decriminalizing drugs is not going to do that at all.
