You can apply for the visa at your country of residence or at your home country. For the visa application you must show an appropriate flight reservation. Should you plan to travel from India you would need to show such flight reservation and also show a departure flight reservation, either to India or to Dubai. If you plan to book a flight via London, United Kingdom you would also need to get a British Direct Airside Transit Visa although you stay in the international transit zone of the airport. Should you transit through other Schengen countries (Belgium, France, the Netherlands, or Spain) you will need to enter the country you arrive first in column 23. of the visa application since you would need to clear immigration in that country and proceed on to Portugal on a Schengen domestic flight without immigration controls. The visa application can be made up to three months prior to the planned travel date.
